The paper came as a result of a “round table” discussion group that was organized under the umbrella of the Ministry of Social Solidarity and the National Alliance for Civil Action, in the presence of a number of experts and representatives of civil society organizations, the governmental and private sectors, and international organizations concerned with the issue of grief in Egypt, which are the parties concerned with drying up the sources of grief in light of the goal. The first of the sustainable development goals is “to eradicate poverty.”

A number of 55 experts and representatives of international and governmental bodies, civil society and the media participated in the meeting. The discussion revolved around three axes among the participants: -

• The first axis: the issue of fines and the reasons leading to it

• The second axis: Policies to confront the issue of debt in Egypt

• The third axis: Institutional and legislative interventions to confront the issue of fines in Egypt.

The paper includes a proposed community vision and recommendations for concerned parties and parties to facilitate the contribution of civil society organizations to draining the sources of sand, especially in the areas most in need.
